UNICEF implemented the R WASH Programme to build and strengthen the capacity of water utility companies’ to improve the water supply’s reliability for refugee camps and the host communities in these project areas:

  1. Kabasa and Qansaxley in Dolow, Somalia
  2. Kabribeya, Sheder and Aw-Barre in Ethiopia
  3. Rwamwanja in Uganda
  4. Kasalla in Sudan

Refugees and Internally Displaced Persons (IDPs) are often located in the most marginalised locations, facing multiple challenges as well as limited access to natural resources, markets, and infrastructure. Therefore, in most cases, the water supply for both the host community and the refugees/IDPs is not adequate or reliable.

This consultancy evaluated the utility’s condition and capability to fulfil its responsibilities and mandates and over the course of several years, performed the following actions:

  • Strategic Capacity Development - including a Human Resources Management Plan, Business Plan, Sanitation Business Plan, and a Business Continuity Plan
  • Operational Capacity Development - including human resources, strategic management, financial and commercial management, business continuity planning and capacity building support in further areas as needed
  • Utility shadowing to achieve sustainable capacity-building results
